According to Jewish tradition, God offered the Torah to all the peoples of the world before at last offering it to the Jews, who were first to accept its laws wholeheartedly.
It is a Shavuot tradition to study Torah all night long until dawn. In Jerusalem, it is customary to walk to the Western Wall during the night, in order to arrive for prayers by sunrise.
